Suffolk Law Centre: Legal Aid Housing & Business Development

The Law Centre launches on 23rd March 2018 and has been formally offered a legal aid contract in housing law to commence 1st September 2018. That contract is dependent on the Law Centre recruiting a full time legal aid Housing Supervisor. In addition, as a new centre, SLC needs to build projects and partnerships across Suffolk and to strengthen the Centre’s ability to find ongoing funding.
This project comprises the recruitment of that Self-Supervising Housing Lawyer and the maintenance of their salary for 13 months during which time they will build a full housing caseload (and thus become fully self-funded from legal aid revenue) and work across Suffolk to extend our reach.
The Business Development Officer role is a new post, shared across Law Centre and ISCRE projects, and already recruited to, but unfunded. This post will support the Director and Housing Lawyer to develop projects, partnerships and diversify funding streams to ensure sustainability.
The project also involves commissioning a small amount of expert consultancy to develop legal aid systems and procedures and to train trustees, management and service delivery staff on the complexities of the legal aid scheme.

Health Justice Partnership in Suffolk

The project aims to improve understanding of how social prescribing in health settings could increase access to social welfare legal advice in Suffolk and reduce health spend by researching current practice and building a robust business case for local health commissioners to fund local advice services to develop and run an effective model of future delivery.
Currently, social prescribing activities in Suffolk are small scale, sporadic and little is known about their nature or the extent of their impact, which is a challenge for advice services seeking to develop a more cohesive, strategic structure for support. The project will address this by identifying existing activities within the county and, by using a mix of quantitative and qualitative methods, summarise the nature of these activities and the extent to which they are successful in increasing access to social welfare legal advice.
The project will examine the challenges faced by those providing social prescribing activities in the county and summarise perceived gaps and areas for improvement, in addition to potential opportunities, with a view to informing development of a Business Plan. The research will also draw upon best practice from elsewhere in the UK by researching five case studies of social prescribing activities that are considered to be successful models and use them to design a suitable Suffolk model.

Legal Expenses Insurance Project

This Legal Expenses Insurance project is now entering its third year. In the previous two years work has been undertaken to scale up the sector's knowledge of how to engage with LEI and to undertake LEI casework. Engagement with key stakeholders was sought, to get them to understand the potential of LEI as a key part of the Access to Justice agenda.
This funding will allow this work to continue for two further years at a local and national level.
An LEI toolkit will be produced, for independent advice centres and other bodies to help them engage with LEI. Part of this work will include working with LexisNexis in order to develop an online LEI checker tool, which can also be used during advice triage. The ‘checker’ will be similar to the existing online Legal Aid eligibility tool, and will assist users and advisers to determine whether someone potentially has LEI.
Work will continue with key stakeholders to directly engage with the insurance and finance sectors. Both the coverage and scope of LEI will be developed, in order to provide a universal umbrella of LEI support.

This three-year pilot will employ an Advisor to provide legal support and coaching to targeted clients and peers - referring specialist cases to project partners when necessary. Building Groundswell's beneficiaries’ legal capability, and supporting them to overcome complex legal issues, will positively impact other areas of their lives including health and independence.
This project includes an independent evaluation to measure the impact of supporting homeless people with legal needs; developing a case for support for sustaining the work and including legal outcomes in Groundswell's contracts.
